A motherly figure of CADBE (formerly CAFA), who made every student feel at ease in the midst of war-Dean Jocelyn A. Rivera-Lutap. She grew up in a nurturing family, and being a female was not an issue. Having her parents as her role models, she leads by example. “Before proposing, I research to check if it’s doable. I try before others do it.” According to her, she cannot put a brand in leading because accepting the Deanship has responsibilities, representing a college and a university. “Every time I go out, every time I speak, I make sure that everything is calculated, walang masasaktan, and bring out the best of college and the university.”
At first, Dean Lutap had no intention to teach, she just wanted to create a linkage. In 1992, a classmate of hers in a graduate program of University of Santo Tomas (UST), a 10-year senior (a classmate of Ar. Ted Inocencio), suggested she should teach in Polytechnic University of the Philippines-Manila (PUP). She rejected it because she was not familiar with PUP and not comfortable with it. After years, she accepted the offer. “Ang sakit ko, I cannot say no.” Although, Dean did not apply as a regular faculty, little did she know she became one as the Dean of Engineering at that time asked for her CV.
“I cannot see myself as a teacher, as a dean. I never envision that. I would always ask myself, bakit ako andidito?”
Being in a whirlwind of mixed feelings with her new position in 2018 as Dean, she held her ground. “Natakot ako dahil I don't know if I could deliver. I was quite confident dahil I know my intentions are pure.” With Dean’s hard work, the college enjoyed the fruit of her labor. She realized that she was the one who brought the first top notchers in PUP CAFA (CADBE), Top 3, and Top 4. As a teacher, Dean Lutap advises her students ``Whatever I teach, you should not follow 5 years from now, learn the basics. Other things, sa outside.”
Overall, she never felt the stereotypes since she believed that women are nurturing.
“Hold your ground, be very firm, constantly evolve, wag makampante.”
“Study not for a position. If you prepare yourself then you have options.”
“Learn to listen.”
“Always look how you can help others, not how they can help you. Mas madali kesa sa hingi nang hingi. You reap what you sow.”
As women support women, Dean always puts all the pangaral from her parents in her heart. “When I started to share with other people, my father was now living, and he would be living forever. I mentor not just women, lahat… Dahil sobrang daldal ko, I like sharing things, my experience kahit yung negative para hindi maranasan yung mga susunod sa’kin.”
A rollercoaster ride of Dean Lutap was never a hindrance to her. She stayed positive and asked for signs from God. We know in CADBE how caring Dean is, from her bagets mom personality to giving college hacks to her students (stamp pad hack).

Persuasive. Adept. Versatile. That's how I can describe Ar. Dean Lutap as a person and as a professor. Last semester, she was one of my Design 7 professors—along with a foreign professor, Ar. Ankur. Knowing Ar. Lutap as the Dean of our college, handling a lot of org meetings and partnerships with external groups, and still being able to teach students makes me wonder how she can juggle a lot on her plate. Her being a professor is both a trembling and a proud moment—especially when she's defending us or explaining for us the things we can't elucidate to our foreign professor, such a #proudpinoy moment—just kidding. Her being a woman of a lot of things and being an overachiever, it's just natural for us to feel anxious even just by presenting our presence. On the contrary, Ar. Lutap doesn't really let these things restrain her relationship with students and faculty, in fact, she possesses and shows expressively her maternal instincts to us students and student leaders. So I guess, it's safe to say she's a professor that's intimidating and comforting at the same time. (Jam Rose Mana-ay)
What I like about how Ar. Lutap teaches in class that she lets her students participate in a way na hindi nakaka-pressure. It is like a barkada with the implementation of boundaries and house rules. She is also understanding in a way and she consolidates the class first and sometimes gives extra credit when her class excels, which I think lahat ng nahawakan niya. As a part of her approach to student ang paunang magsearch and magreport, she imparts her knowledge afterwards and even recaps the points ng mga nagreport. Parang in the end siya ang nagcoconsolidate ng key points having our researched materials as her base. She is also hindi madamot and lets her other archi connections na maambunan kami ng kaalaman, for example with Ar. Andry sa BARD. Nakakatuwa learning in her class.
